The other conditions listed focus on clear norms, stable rules, and high integration, which are contrary to the nature of anomie. High levels of social integration, for example, suggest a well-functioning society with strong social ties and a shared understanding of societal expectations, which is the opposite of what occurs in an anomic situation. Thus, the defining feature of anomie is indeed the presence of conflicting or confusing social norms.
